Guidance covering the infrastructure for electronic communications requirements of the building regulations as set out in Part R of Schedule 1 to the Building Regulations and in a number of specific building regulations.

Approved Document R volume 1: Physical infrastructure and network connection for new dwellings (2022 edition) applies to the erection of new dwellings.
Approved Document R volume 2: Physical infrastructure for high-speed electronic communications networks (2022 edition) applies to the erection of new buildings other than dwellings and when existing buildings (including dwellings) are subject to major renovation works.
Transitional arrangements
The Amendment Regulations and accompanying Approved Document R volumes 1 and 2 come into force on 26 December 2022. However, the changes will not apply in relation to building work where a building notice or an initial notice has been given to, or full plans deposited with, a local authority before 26 December 2022, provided the work is started on site within the period of 12 months beginning with that day.
Please note that “building notice”, “initial notice” and “full plans” have the meanings given in Regulation 2 of the Building Regulations 2010.
In some cases, applications will be in respect of a number of buildings on a site, for example a number of houses. In such cases it is the commencement of work on the first of the buildings within the application which determines whether all the building work can take advantage of the transitional provisions, not each individual building.
